“MUCH MORE THAN A MARKET” The Letta report

The European Council of 30 June 2023 called “for an independent High-Level Report on the future of the Single Market to be presented at its meeting of March 2024 and invites the incoming presidencies of the Council and the Commission to take this work forward, in consultation with the Member States”.

The former Italian head of government, Enrico Letta, wrote this report. 

“the addition of a fifth freedom to the existing four, to enhance research, innovation and education in the Single Market. The fifth freedom entails embedding research and innovation drivers at the core of the Single Market, thereby fostering an ecosystem where knowledge diffusion propels both economic vitality, societal advancement and cultural enlightenment.”
